Резюме
Монография посвящена одной из ключевых проблем транзитных экономик – адаптации промышленных предприятий к условиям трансформации экономической среды.
На примере Республики Казахстан, которая активно интегрируется в мировое сообщество, формируя экономику нового типа, рассмотрены новые механизмы и способы адаптации промышленных предприятий в контексте новой индустриальной политики, заложившей основу для индустриально-инновационного развития страны.
Приведен анализ инструментов адаптивного механизма, которые использовали предприятия для удержания конкурентных позиций и работе в формате Евразийского экономического союза. Результаты исследований и обобщающие итоги первого этапа индустриального развития показывают ключевую роль государства в регулировании адаптационных процессов.
Автор приходит к выводу, что программа индустриального развития страны ускорила адаптацию предприятий, однако не смогла кардинально повлиять на изменение модели развития. Надежды возлагаются на второй этап индустриализации в 2015-2019 годах, когда государство примет новые адаптационные меры по поддержке промышленности.
В первой главе акцент сделан на выявлении факторов и трендов роста мировой и национальной экономики. В монографии дается анализ проблем догоняющего развития и постиндустриальной модели экономического роста. Показано, насколько применима эта модель к экономике Казахстана.
Во второй главе автор обобщает опыт, накопленный Казахстаном в индустриально-инновационном развитии за годы первой пятилетки в 2010-2014 годах. Выявлены ключевые проблемы национальной экономики.
Новым механизмам внешней адаптации экономики Казахстана с позиции инновационной составляющей индустриальной политики посвящена третья глава. Представлены результаты исследований автора инновационной деятельности промышленных предприятий Казахстана. Выявлены ключевые проблемы в управлении инновационной деятельностью, проанализированы факторы, препятствующие внедрению новшеств на практике. Приведены рекомендации по совершенствованию управления инновационной деятельностью предприятий с учетом трансформации экономики Казахстана для вступления в Организацию экономического сотрудничества и развития.
В четвертой главе раскрываются перспективы развития Казахстана среднесрочном периоде. Показаны шаги, предпринимаемые страной для укрепления своих позиций на мировом рынке в эпоху глобализации.
Abstract
The monograph deals with one of the key problems of transit economies, i.e. industrial enterprises adaptation to the conditions of transformation of the economic environment.
On the example of the Republic of Kazakhstan which is actively integrating into the world community forming the economy of new type, there are considered new mechanisms and ways of industrial enterprises adaptation in the context of new industrial policy which laid the foundation for industrial and innovative development.
There is presented the analysis of tools of the adaptive mechanism which were used by enterprises for deducing competitive positions and working in the format of the Eurasian Economic Union. The results of studies and generalizing results of the first stage of industrial development show the key role of the state in regulating the adaptation processes.
The author comes to the conclusion that the program of industrial development of the country accelerated enterprises adaptation, however it could not impact cardinally the change of the development model. Hopes are laid on the second stage of industrialization in 2015-19 when the state will takes new adaptation measures for supporting industry.
In chapter 1 the emphasis is placed on identification of factors and trends of the world and national economy growth. In the monograph there are analyzed the problems of the catching-up development and the post-industrial model of the economic growth. It is shown how this model is applicable to the economy of Kazakhstan.
In chapter 2 the author generalizes the experience accumulated by Kazakhstan in the industrial and innovative development within the years of the first five-year period in 2010-2014. There are revealed the key problems of the national economy.
Chapter 3 deals with new mechanisms of external adaptation of the economy of Kazakhstan from the position of the innovative component of industrial policy. There are presented the results of the author’s studies of industrial enterprises of Kazakhstan innovative activities. There are presented the key problems in managing innovative activities, analyzed the factors interfering implementation of innovations in practice. There are given recommendations on the enhancement of managing innovative activities of enterprises taking into account the transformation of the economy of Kazakhstan for entering the Organization for Economic Cooperation and Development.
In chapter 4 there are revealed the prospects of Kazakhstan development for the mid-term period. There are shown the steps taken by the country for strengthening the line items in the world market within the era of globalization.
